Statelet of Survivors: The Making of a Semi-Autonomous Region in Northeast Syria<\/em> (Oxford University Press) tells the remarkable story of the people who not only triumphed over ISIS but created a model of decentralized governance in Syria that empowers women and minorities. The Autonomous Administration of North and East Syria is a radical social experiment in self-governance founded by survivors of atrocities. Amy Austin Holmes led a pioneering field survey of the Syrian Democratic Forces \u00a0in North-East Syria over a period of seven years. She analyzes the statelet\u2019s military and police forces, schools, judicial system, economic model, and strategy of empowering women who were formerly enslaved by ISIS.\u00a0<\/p>

Dr. Holmes is a research professor of international affairs at George Washington University. She has published widely on the global American military posture, the NATO alliance, nonstate actors, revolutions, military coups, and de facto states.<\/p>

Dr. Holmes served as an advisor in the Bureau of Conflict and Stabilization Operations, focused on Iraq and Syria, at the U.S. State Department.\u00a0 She then served on the Turkey desk in the Office of Southern European Affairs, which covers Turkey, Greece, Cyprus, and Malta.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t
